so called because is use them to manipulate and position my rose petals and leaves when forging everlasting roses. Ideal for fine botanical work. Leaves vines and petals . 
not quite needle nose or scrolling tongs but nearly  narrow enough to be. These really solve the problem when you really wish you could reach in and tweak  it with your finger.
